i) per-queue authorization

authorizedvo: keep, info publishing.

DECISION:  introduce the allowaccess=authgroupname config option into the [queue:long] blocks.

DECISION: meanwhile keep the authorizedvo config option for info publishing

ii) the config option "all"

## all - Matches any user identity. This variable requires no arguments or values.
## default: all is not set

TODO:  put an  "=" in the arc.conf.reference  and mention it can be ommitted.

2) terminology: attribute value or option value or variable value?  parameter... make it consistent

DECISION: it is NOT a variable, it should never be called a variable. Instead, use the following naming all over the documentation: configuration option that has a value. The value sometime is composed of elements.

example:

voms=atlas students prodman * (as in voms = vo group role capabilities)

here voms is the configuration option, atlas and students are values of the vo and group configuration elements

 

3) status: now all the syntax changes are agreed/decided, Balazs will clean up the file and after that we declare the new config structure defined by arc.conf.reference FROZEN/Fixed.
