There are now CA certificates with the EC-based key type, so the server should be able to accept those. Perhaps everything is fine, but testing is needed, both for the server and for arcproxy. Older OpenSSL won't support it anyway, which is a good reason to drop support for older Linux distros.
OpenSSL 1.1.1f build of ARC5 is made for Fedora 30 (backport from ARC6). Otherwise no fixes to ARC5 are expected as it nears EoL.
Work on newer C++ features is ongoing. LDMX tests are ongoing, aiming at 1M jobs a week submission rate; bulk/parallel submission client-side would be useful, with e.g. connection reuse. LHCb looks for solutions for HPC, ARC might be an option.
A survey of client tools dealing with tokens is being run, looks like an arctoken client would be useful, as there are not too many useful tools.

The latest revised state model is documented in http://www.nordugrid.org/arc/arc6/tech/rest/rest.html#rest-interface-job-states . Bulk delegation is not needed. Error propagation is still an open issue. No comments from Condor yet.
