ARC-CE appears to be working fine for ATLAS sites, apparently even with tokens, though the latter is a bit unclear (e.g. what was the submission client). Works on CentOS8 as well, to be tested on CentOS9. Dependencies (e.g xrootd) for EPEL9 are yet to be sorted out, work in progress.
== Bugs
* 4018 - utf8 handling in Python3, may depend on exact python version in order to be properly fixed
* 4050 - again 100% + efficiency in SLURM because walltime is sometimes 0
* 4051 - needs to be fixed for the release

No timeline yet, until the bugs are fixed.
