Abstract: "The current research landscape is characterized by increased heterogeneity in the number of countries producing high-quality science, which is an overall positive development. Between 2011 and 2020, scientific publications in the European Union (excluding the UK) increased by 30%. A big part of that growth can be attributed to research collaborations with actors in scientifically fast-growing countries, including Singapore, Turkey, Saudi Arabia, Vietnam, Egypt, Iran, Israel, Russia and not least China.

China's development into a world-leading science nation over the past three decades is unprecedented. But scientific development in an authoritarian context (which is also seen in many other countries) comes with challenges, such as the lack of institutional autonomy for research actors and academic freedom. In addition, rapidly developing scientific systems often struggle with systematizing stringent ethical review of research. Rigorous structures and practices take time to form and often interact with hyper-competitive environments. These challenges will affect the practices and norms of science globally.

What are the responsibilities of researchers in this more complex research landscape? Discussions around international collaborations have recently spanned topics ranging from national security concerns to the importance of protecting open science. Here, responses have included necessary measures (eg, export controls or cyber/data security compliance) for more discretionary choices (eg, moral objections to collaborating with research actors in authoritarian countries)."
